Hi Blair,
http://www.orcaware.com/orca/pub/snapshots/
works and my problems are solved.

Earlier I downloaded orca from bottom of the page :
http://www.orcaware.com/orca/

Out of curiocity what is the difference between those downloads ?

Thanks a lot.

While you have /usr/local/bin/perl, your build is finding /bin/
perl. I suggest running

env PERL=/usr/local/bin/perl ./configure --prefix=.....

Try these and see if it works.
