I have installed the RRDtools on hp-ux but it still needs the SE Toolkit for hp-ux in order for orca to work correctly.

No, there's not binary build you can get that I am aware of.  You'll need to 
compile rrdtool yourself.  Orca is just a perl script, so once you get rrdtool 
and it's perl bindings installed, Orca should just work.
