[Svnmerge] Ignore initialized revisions (was Re: Reflected blocks)

This is absolutely fine. OK to commit.

One minor nit: I'm not a native speaker, but it seems to me that 
"initializing revisions" is a better name than "initialized revisions". 
I don't care much about the variable names, but the help string might 
require fixing.
