Your .cfg looks fine, but have many, let's say, /opt/orca/bin/orca processes
do you run to process your 400 servers. What I have done is setup multiple
orcallator.cfg's to group my servers. Then, I split the process up, maybe
running 20-25% of the servers per process. I've found that to buy me some
time.

I have to be honest , I have not done any form of tuning.
