Near the bottom of the main orca page:  http://www.orcaware.com/orca/
You'll see "Latest orca snapshot: Orca tarball", linking to: 
http://www.orcaware.com/orca/pub/snapshots/

That's outside of the Subversion area, so it should work, as long as the 
website is up.
