[Svnmerge] [Issue 2869] multiple pathid formats

My apologies if I already posted something to this effect, but:

I'd like some review of the rolled-up patch in
  http://subversion.tigris.org/issues/show_bug.cgi?id=2869

which is the culmination of something like an 18-month-old patch
series at this point (!)

I think most of the pieces of this have been reviewed, but the final
patch required a good bit of conflict resolution, so I'd prefer
another pair of eyes.
