[Svnmerge] Externals detected as local mods

Hi all,

I'm using svnmerge.py from the Subvrersion repo (r16860) and it's
displaying the old broken behavior where it mistakes a directory
with an "svn:externals" as being locally modified. This bug was
fixed in the shell script once long ago but has reappeared it seems.
