[Svnmerge] Another bug report

A minor bug report for svnmerge.py r16860...

I did an "svnmerge merge" with a revision range that included
a bunch of empty revisions (i.e., revision numbers that were
changes to some far-off branch). The generated commit message
"svnmerge-commit-message.txt" included "......" lines even
for the empty revisions, looking like this:

   Merged revisions foo..

   ........
   r6830 | archie | blah..
   Blah Blah
   ........
   ........
   ........
   r6833 | archie | blah..
   Blah Blah
   ........
   ........

Etc.

Seems like these extra "........" lines should be filtered out.
