Add the uninit command, which removes merge tracking information for a
given head URL.

* svnmerge.py: Added uninit to command table.
  (action_uninit): New method for uninitialization of merge tracking.

* svnmerge_test.py
  (TestCase_TestRepo.testUninit): New test case.
