[Svnmerge] Running svnmerge in a subprocess

AFAICS the test suite imports svnmerge as a module. The machines that
I'd like to run my script on won't have svnmerge on their PYTHON_PATH,
but will have it on their PATH, so I'd like to go with the subprocess
approach if possible.
